About

Dr. Fernando Otero earned his bachelor’s degree and medical degree from the University of California, San Diego. Following his passion in general and vascular surgery, he completed his residency at Kern Medical Center in Bakersfield. In 1988, he started his own private practice in Concord practicing general and vascular surgery. In April of 1989, Dr. Otero was the first surgeon in California to perform a laparoscopic appendectomy for acute appendicitis. He was also the first surgeon to perform a laparoscopic cholecystectomy in Northern California.

In 2006, he joined BASS Medical Group as a vascular surgeon. In addition to vascular surgery, he performs laparoscopic general surgery and bariatric surgery. In 2010, he took a three-month sabbatical to complete the endovascular fellowship program at Hawaii Permanente Medical Group, in Honolulu. Since 2011, Dr. Otero has performed thousands of endovascular procedures and has shifted his focus to vascular and endovascular surgery. He does continue to offer laparoscopic cholecystectomy surgery to uninsured patients via the Operation Access Program.
